Course Description: 
The foundation of municipal government is democracy and good governance.  This class covers the fundamentals of how that foundation is administered through Council meetings, as well as Robert’s Rules, and the differences between in-camera, committee of the whole and open session.

Also included: tips for making effective presentations to council, best practices for writing council reports, and effective strategies to ensure you provide Council with the necessary information to effectively deal with resident concerns and communicate positively to the public.

Learning Outcomes:

• The fundamentals of how the foundation of municipal government, democracy and good governance, is administered through Council meetings.
• Learn about the basic procedural requirements in Council meetings through a high-level review of “Roberts Rules”, which covers the rules of procedure for board meetings.
• Learn the differences between in camera, committee of the whole, and open session, and the appropriate type of meeting for specific issues.
• Learn effective strategies to improve your presentations to Council by making them meaningful, clear, and concise.
• Learn best practices and a step by step process for improving written Council reports.

• Learn how to use a municipal scan to provide municipal leaders with evidence to make informed decisions.
• Communicate evidence that explains and justifies decisions enhanced with quality information.
• Learn how to integrate the Bloom municipal scan to support and enhance municipal strategic planning, budgeting, business planning, and master planning processes.
