Our Story

BloomCME was founded by Tim Duhamel, a seasoned municipal leader with over 27 years of experience in municipal government, including roles as a Chief Administrative Officer, General Manager of Corporate Services, and Municipal Finance Officer. After witnessing the gaps in municipal professional development firsthand, Tim was driven to build a centre of excellence where practical, high-impact learning could thrive—and where local governments could get real-world support in their journey toward better service, leadership, and financial health.

What started as a one-person operation has grown into Canada’s leading provider of municipal education, with over 100 webinars, five flagship two-day courses, and a growing national presence. BloomCME has served hundreds of municipalities across Canada, helping transform how councils govern, how administrators lead, and how local governments deliver.

Tim Duhamel is the founder and president of BloomCME. With nearly three decades of experience in municipal government, Tim has built a career grounded in service, integrity, and innovation. Known for his passionate delivery, strategic thinking, and deep understanding of municipal finance and governance, Tim has helped municipalities across Canada find clarity, build stronger teams, and develop long-term financial strategies that truly serve their communities.

Tim has trained thousands of municipal professionals, led councils through high-stakes challenges, and shaped provincial best practices through his work in leadership, ethics, budgeting, and governance. His greatest passion? Helping others succeed and watching municipalities bloom.
