Honoring a Life of Dedication, Love, and Service

The Sheri Douglas-Duhamel Memorial Municipal Scholarship was created to honor the memory of Sheri DouglasDuhamel—beloved wife, devoted mother, and the Executive Administrator of the Bloom Centre for Municipal Education. Sheri passed away on October 24, 2024, following a courageous battle with illness. Her legacy lives on through her family, her beloved pets Taki and Bloomer, the Bloom team, and the countless municipal professionals who were touched by her warmth, strength, and unwavering support. Sheri was a pillar of Bloom’s success. With her intelligence, business acumen, and quiet leadership, she helped build the foundation that allowed Bloom to grow and flourish. She ensured the business ran smoothly behind the scenes so that those around her could focus on delivering education that empowers municipal professionals. Sheri’s calming presence, tireless commitment, and fierce love for her family—especially her son Ryan—defined her both personally and professionally. This scholarship is a tribute to Sheri’s extraordinary contributions to Bloom and her deep belief in the importance of strong, caring communities supported by dedicated municipal professionals.
Scholarship Details (PDF)SCHOLARSHIP DETAILS
The Sheri Douglas-Duhamel Memorial Municipal Scholarship provides an all-expensepaid opportunity for one deserving recipient each year to attend an in-person Bloom course.
This includes:
- Full course tuition
- Travel costs (airfare or mileage reimbursement)
- Hotel accommodations for the duration of the course.
- Individual All Access Pass - Access to Bloom’s online courses for one calendar year.
ELIGIBILITY REQUIREMENTS
Applicants must meet the following criteria:
- Be employed in a Canadian municipality for less than two years
- Work in any municipal department (e.g., finance, operations, recreation, planning, protective services, etc.)
- Demonstrate a strong interest in public service and a desire to grow their municipal knowledge and leadership abilities.
ESSAY REQUIREMENT & DEADLINE
SUBMISSION DEADLINE: AUGUST 15, 2025
Applicants must submit a written essay of no more than 1,000 words answering the following question:
“What is special about municipal services, and how will you contribute to those services in your career?”
ESSAYS WILL BE JUDGED ON THE BASIS OF
Originality, clarity of writing, insight/depth of reflection, and a demonstrated passion and commitment to municipal public service.
SUBMIT YOUR ESSAY TO TIM DUHAMEL
SELECTION PROCESS
A panel consisting of municipal leaders and Bloom Centre for Municipal Education representatives will review all submitted essays. One recipient will be selected annually and will be:
- Personally contacted and congratulated
- Featured on the Bloom website and in Bloom communications
- Honored as part of a growing network of emerging municipal professionals dedicated to community service
